Don't want low-cost flats but can't afford a RM600k condo? These 13 private condo projects hide RM250,000 to RM300,000 government-quota units

Some Klang Valley condo projects that normally sell at RM400,000 to RM700,000 must set aside a share of units at government prices. We checked all 90 RUMAWIP projects in the Federal Territories and the latest Selangor housing board list, and matched 13 projects in our listings you can still apply for: the quota price, how many are left, whether they sit in the same block, who can apply and how long you cannot sell.

The straight answer

Yes. In Kuala Lumpur these units fall under the Federal Territories' RUMAWIP (Residensi Wilayah) scheme, priced up to RM300,000. In Selangor they are "affordable commercial units" (Komersial Mampu Milik) run by the state housing board LPHS, mostly RM250,000 to RM275,000 for serviced apartments. They share an address and land with the project's normal units, sometimes the same building. Avantro Residences in Bandar Kinrara, for example, sells normal units from RM664,000; a separate wing of the same project has 208 units at RM250,000, with 12 left on 2 November.

There are three costs. You register on a government site and are allocated a unit; you cannot book at the sales gallery. Income is capped (RUMAWIP RM10,000 single or RM15,000 married household; Selangor affordable commercial units RM15,000 household). And you cannot sell for years (RUMAWIP 10 years from the sale agreement; Selangor 5 years, then only with state consent). Units are mostly small, and whether you can use the normal units' facilities is usually not stated officially, so ask project by project.

Household income RM7,000, and the condo she likes starts at RM664,000

Fang is 29 and works in Puchong with her husband; together they earn RM7,000 a month. She does not want a low-cost flat or an old block with no guard and no pool. She likes Avantro Residences in Bandar Kinrara, but the cheapest normal unit is RM664,000, more than her income can borrow.

What she does not know: the same project has a wing of 208 units, 550 sq ft with 1+1 bedrooms, sold at the Selangor controlled price of RM250,000. The wing is linked to Tower B and shares the address, guardhouse, mall and train station with the normal units. Her household earns under RM15,000 and neither spouse owns such a unit, so she qualifies. She has to register on the state housing board's system and wait for an offer, cannot sell for 5 years, and needs state consent to transfer after that.

Developers rarely advertise these units loudly, and our own project pages do not list all of them. Below is what we found by checking the official lists one project at a time.

Why does one project have two prices?

When local authorities in Kuala Lumpur and Selangor approve some private developments, they require the developer to sell a share of units at a government-set price to middle-income households. The developer gets its approval; the rest sell at market price. So one piece of land carries two prices:

Selangor also has Rumah Selangorku, usually whole projects of flats or terraces at government prices with five tiers, A to E; see Rumah Selangorku eligibility and how to apply. This guide is about the units hidden inside private condo projects.

Kuala Lumpur: only Vista Adesa is still open

We matched the coordinates, developer and description of all 90 RUMAWIP portal projects against our listings, then checked developer material and news. Most matches have closed applications; only one is still open:

Vista Adesa is part of Desa East Residence in Sungai Besi: blocks D and E are RUMAWIP (official name Residensi Desa Timur) and the commercial part on the same land is Radium Adesa. The portal lists a pool, gym and kindergarten for the RUMAWIP blocks themselves; applications are open until 8 May 2027.

Checked and left out: Residensi Serina next to Aurum Residence and Residensi Aman Bukit Jalil next to REN Residences are separate RUMAWIP projects by the same developers next door, not part of the same project.

Selangor: 12 projects in our listings with controlled-price units

The Selangor housing board list gives each project's controlled price, and its application system, ehartanah, shows each project's total units and how many are left today. Matched against our listings, 12 are confirmed as the same development (M Sinar in two phases):

Controlled price from the LPHS list (updated 10 September 2026) and the ehartanah system; units left as shown on 2 November 2026 and change daily. Normal-unit price is the net price on our project page.

Points to note:

  • Residensi Naluri sits entirely on Malay reserve land, so under the Selangor Malay Reservations Enactment it can only be transferred to Malays, not just the quota units.
  • Emerald 9's quota units are in a separate Tower E; the developer lists Tower E facilities on level 9. Whether residents can use the other towers' facilities is not stated.
  • Avantro's quota units are in a separate wing linked to Tower B, which has 295 market units.
  • The advertising permits for New Urban, Myra Senja and M Terra show quota and market units in the same building.
  • Nara has 2 left and The Atera 6, so they will be gone soon.

Checked and left out: Ancubic Harmoni Pavilion and Tiara Vista Residensi have same-name entries on the list, but we could not confirm they are the same units. Lagenda Ardea in Kerling is entirely Rumah Selangorku terraces, not a mixed project.

How to spot a project with quota units yourself

  1. Look at the price range. If the cheapest unit is far below the next cheapest (say RM250,000 against RM470,000) and lands on a round figure like RM250,000, RM270,000 or RM300,000, it is probably a quota unit.
  2. Look at the unit-type names. SAMM, RMM, RW, Mampu Milik or Selangorku in the name is a giveaway.
  3. Check the official lists. For KL, the "Projek" page at residensiwilayah.jwp.gov.my; for Selangor, download the LPHS project list, then search the project name at ehartanah.lphs.gov.my for total and remaining units.
  4. Check the housing ministry record. Our KPKT project lookup shows the licence, permit and progress; quota and market units usually sit under the same licence.

The point most people miss: Selangor affordable commercial units do not require you to live in Selangor, so people working in KL can apply. Five costs to accept before you buy

CostWhat it means
Cannot sell soonRUMAWIP: transfer only to immediate family for 10 years from the first sale agreement; Selangor: 5 years, then state consent
Renting is restrictedRUMAWIP bans renting to non-citizens; the current Selangor list has no rental clause, but the policy aim is owner-occupation and the board can ask owners who rent to explain
Small unitsSelangor quota units are mostly about 550 sq ft, 1 or 1+1 bedrooms; tight for a family of three or more
Not always same block or shared facilitiesSome are in the same block, some in a separate block or wing; facilities and parking are usually not stated, so get them in writing before signing
Not an investmentThe sale lock and limits on who can buy make resale harder than a market unit; buy it to live in

If you expect to change city for work within 5 years, need a bigger home for a growing family, or want rent to cover the loan, a market unit may suit you better.

Earn above the cap or don't want to wait for an offer?

Quota units suit people within the income cap who can wait and plan to live in the unit. Everyone else can look at:

What we can and cannot do for you

We can: check your income and workplace against each project's quota units, tell you which projects still have units and in which block, help you prepare the registration documents (MyKad, payslips, EPF statement, CCRIS report and so on), and contact the developer for the Selangor projects handled directly by them.

We cannot: jump the queue, guarantee an offer or change government eligibility rules. Allocation is decided by the Federal Territories Department or LPHS. Buying through PropertySifu costs you nothing; how we work is in the PropertySifu model.

Frequently asked questions

Do quota units share facilities with the normal units?

Not necessarily, and official material usually does not say. Vista Adesa's two RUMAWIP blocks have their own pool and gym, and Emerald 9's Tower E has facilities on level 9; for other projects, ask the developer to confirm in writing before signing.

Can I rent out a quota unit?

RUMAWIP bans renting to non-Malaysians. The current Selangor list has no rental clause for affordable commercial units, but the policy aim is owner-occupation and the board can ask owners who rent to explain.

What can I sell for after the lock-in?

There is no set figure; after the lock-in you sell at market price, but RUMAWIP's 10 years and Selangor's 5 years plus state consent make resale slower than a market unit, so do not treat it as an investment.

Can an agent get me a ballot or a unit?

No. Allocation is decided by the Federal Territories Department or LPHS, and nobody can guarantee it. An agent can check eligibility, prepare documents and contact the developer.

Can foreigners buy?

No. RUMAWIP and Selangor affordable commercial units are for Malaysian citizens only.

Can I live in KL and apply for a Selangor quota unit?

Yes. Selangor affordable commercial units have no residency rule; any citizen with household income up to RM15,000 and no such unit can register.
