RUMAWIP (Residensi Wilayah): who qualifies, how to apply — and who should honestly skip it
RUMAWIP — now branded Residensi Wilayah — sells new stratified homes in KL, Putrajaya and Labuan capped at RM300,000 per unit. Per the official Residensi Wilayah FAQ (residensiwilayah.jwp.gov.my), you qualify if you are Malaysian, aged 21 or above, born, living or working in a Federal Territory, earning no more than RM10,000/month (single) or RM15,000/month (married, household), and owning no property in the Federal Territories.
You apply free online at residensiwilayah.jwp.gov.my — one project at a time. The clause that matters most: a 10-year moratorium from the SPA date — you cannot resell without government permission until it lapses. Cheap entry, locked exit. The full application steps, realistic waiting times, and who should not apply are below.
Am I eligible for RUMAWIP?
All criteria below are from the official Residensi Wilayah FAQ (as at September 2026):
| Criterion | Requirement | Limit | Does not disqualify you |
|---|---|---|---|
| Citizenship & age | Malaysian citizen | 21 years or older at application | - |
| Federal Territory link | Born in, residing in, or working in | KL, Putrajaya or Labuan | - |
| Income cap | Gross household income | ≤ RM10,000/month (single); ≤ RM15,000/month (married) | - |
| Property ownership | No residential property | In the Federal Territories | Owning outside the FT, or overseas (scheme FAQs) |
| Applications | One project only | At a time | - |
The units themselves follow the scheme's published specification: stratified homes with 3 bedrooms and 2 bathrooms, and a minimum size of 800 sq ft under the scheme guidelines.
How do I apply, step by step?
- Register an account at residensiwilayah.jwp.gov.my and pick your project — one only.
- Upload your documents within 30 days: 3 months of recent payslips, your CCRIS credit report, a statutory declaration (sworn before a commissioner of oaths), proof of Federal Territory residency (e.g. utility bills if renting), and EPF statements — the official FAQ lists these.
- Developer screening — subject to unit availability in the project you chose.
- Secretariat review, then you are notified of the outcome by email.
- If approved, click "BERMINAT" within 30 days to proceed with the developer — loan application, then SPA.
Your application stays valid for 12 months from the date your documents are complete. Applying costs nothing — treat anyone charging an "application fee" as a red flag.
How long will I wait, realistically?
Longer than the portal makes it feel. Three clocks run in sequence: screening (developer + secretariat, typically weeks to months), unit availability (popular KL projects are oversubscribed — your chosen project may simply have nothing left), and construction (many Residensi Wilayah projects are sold off-plan, so keys can be years after approval).
Practical planning: keep renting and keep your finances loan-ready — your approval leads to a normal bank loan application, and a weak CCRIS at that point wastes the whole queue. Budget your entry costs with our cash-needed guide — the same categories apply, just at friendlier numbers.
The honest trade-offs — who should NOT apply
RUMAWIP is genuinely good value per square foot in KL. It is still the wrong tool for some buyers:
- Anyone planning to sell within 10 years. The moratorium runs 10 years from the first SPA date (official FAQ); resale before that needs government permission. If a job move, upgrade or emigration is plausible, you are locking away your exit.
- Anyone buying to rent out. The scheme's policy restricts renting out — the official FAQ states buyers are not allowed to rent to foreign nationals, with enforcement through JMB/MC house rules. This is an own-stay scheme, not a yield play.
- Growing families. The spec is 3R2B from 800 sq ft. Comfortable for a couple with one child; tight beyond that — and you cannot easily trade up for 10 years.
- Location-first buyers. You take the project that has units, not the address you would have picked on the open market.
If several of these hit, compare open-market routes first — our first-time buyer schemes guide covers the alternatives (stamp-duty exemptions, other schemes) that don't carry a 10-year lock.
All caps, criteria and process steps above are taken from the official Residensi Wilayah FAQ and portal as at September 2026. Scheme rules do get revised. This is a factual guide, not financial advice — size the commitment against your own 10-year plans.
Frequently asked questions
Can I sell my RUMAWIP unit before 10 years?
Not freely. The 10-year moratorium runs from the first SPA signing date (official Residensi Wilayah FAQ); any earlier transfer needs government permission, and published guides note exceptions are largely limited to immediate family transfers. Assume you cannot sell.
Can I rent out my RUMAWIP unit?
The scheme's policy restricts it — the official FAQ states buyers are not allowed to rent to foreign nationals, with enforcement through the building's JMB/MC house rules. If rental income is the goal, this is the wrong scheme.
I own a house outside KL — am I still eligible?
Yes. The disqualifier is owning residential property in the Federal Territories; the scheme's published FAQs state property elsewhere (including overseas) does not bar you.
Is the price really capped at RM300,000?
Yes — the official FAQ caps every unit at RM300,000, and most projects price between RM150,000 and RM300,000. In KL that is far below open-market per-square-foot rates, which is exactly why demand outruns supply.
Does applying cost anything?
No. Registration and application at residensiwilayah.jwp.gov.my are free. Nobody legitimate charges you to "secure" a RUMAWIP unit.
