Abandoned projects: steps for buyers

The straight answer

Once a project is confirmed abandoned by the Minister, it enters a rehabilitation process monitored by the National Housing Department.

Your steps: register yourself as a buyer with JPN, make no further payments outside official written instructions, get the confirmation letter for your bank, and file claims through the channels below. Rehabilitation does happen — KPKT's task force reports sick/abandoned projects revived every quarter — but it is a process of years, not months.

What happens after the declaration

Declaration under S.11(1)(c) of Act 118 places the project on the official abandoned list. JPN coordinates rehabilitation — either the original developer continues under conditions, or a rescue developer takes over. Progress is reported in KPKT releases; one recorded example: the task force reported 92 sick projects rehabilitated in the first quarter of 2023.

Buyer steps (in order)

  1. Register your details with JPN via e-aduan / a JPN office — the buyer list underpins the rehabilitation process and any settlement scheme.
  2. Gather documents: SPA, payment receipts, loan statements, correspondence with the developer.
  3. Pay nothing further to anyone outside official written instructions — abandoned projects have been targets of unofficial "pay to resume construction" schemes.
  4. Your bank: request the problem-project confirmation letter from JPN and negotiate instalment restructuring.
  5. Claims: the Homebuyer Claims Tribunal for amounts up to RM50,000; larger amounts through the courts with a lawyer.

Project status updates in the TEDUH register — a rehabilitated project that receives its CCC changes status. Track it at teduh.kpkt.gov.my or in our lists, refreshed monthly.
