Who is Platinum Victory Group? The company behind the projects
Platinum Victory (PV) says it began developing property in Kuala Lumpur in the late 1990s; its first project was Pelangi Condominium, a 288-unit block in Sentul [1]. It went on to build PV-numbered condominiums and shops around Melati Utama in Setapak and in Danau Kota [1]. Its co-founders are Tan Sri Datuk Seri Gan Yu Chai and Datuk Alex Tan Ai Chong, and Gan Yee Hin is executive director [2]. The company says it has delivered over 10,000 homes and shops [1]; that is its own figure, while the KPKT register counts only projects licensed as housing under the eight companies listed above.
The group is not listed and develops through private companies. PV's project pages name Platinum Victory Development Sdn Bhd (KPKT developer code 9832) as the developer of PV22 Residences [3], Pembinaan Serta Hebat Sdn Bhd (20253) for PSV1 and PSV2 Residences [4][5], PV M6 Sdn Bhd (30937) for The Maison 23 [6], and Smart Advance Resources Sdn Bhd (31008) for the Melati development that includes Vista Melati [7]. Victory Suites on Jalan Sultan Ismail has 1,028 units [14]; KPKT registers it under Platinum Victory Property Sdn Bhd, where Datuk Gan Kah Siong, now Radium's group managing director, was an executive director from 2016 to 2021 [13].
Two more developer companies are linked to Gan Yu Chai through shareholdings, according to a 2026 Radium circular: J.Satine's developer, Jayyid Land Sdn Bhd [9], is 90% owned by Gandingan Jakel Sdn Bhd, half of which belongs to a company of his, and MHP3 Sdn Bhd is wholly owned by a company in which he is a major shareholder and director [10]. PV's website lists both J.Satine in Setapak and MHP3 Residences among its developments [8]. KPKT classes all three J.Satine phases as Late (Lewat); their handover deadlines, as extended, fall in 2027.
Today PV and Radium Development Berhad, which is listed on Bursa Malaysia, are separate groups run by brothers: Radium's group managing director Datuk Gan Kah Siong and executive directors Gan Tiong Kian and Gan Kok Peng are brothers of Gan Yu Chai [11]. Before taking charge at Radium, Gan Kah Siong worked in PV companies, having joined Platinum Victory Development in 2005 [13]. In November 2024 Radium agreed to buy 13 acres in Cheras for RM458 million from Dupion Development, owned equally by Jakel Development and Platinum Victory (WM), a firm controlled by Gan Yu Chai [12].
