Has Titijaya handed over on time? What the KPKT register shows

KPKT's TEDUH register (as at 27 Oct 2026) lists 17 housing projects under 10 Titijaya companies in 2 states: 12 completed, 4 under construction, 1 with the permit cancelled. None is classed Sick (Sakit) or Abandoned (Terbengkalai).

Of the 12 completed projects, 12 have both a handover deadline and a completion date in the register: 1 handed over on or before the deadline (the extended deadline where KPKT approved an extension); 7 handed over or certified complete after that deadline (2 of these were under construction during the 18 Mar–31 Aug 2020 movement control period, which the law excludes from the deadline†); 4 received the completion certificate before the deadline (handover date not recorded).

3 projects had the delivery period extended with KPKT approval.

† Section 35 of the Temporary Measures for Reducing the Impact of COVID-19 Act 2020 (Act 829) excludes 18 March–31 August 2020 from the time for delivering vacant possession. The register does not show whether a deadline already reflects this.

Deadlines are counted from each project's first sale agreement, as KPKT records them; buyers who signed later have later deadlines. CCC = Certificate of Completion and Compliance; CFO = Certificate of Fitness for Occupation.

Who is Titijaya? The company behind the projects

Titijaya's history began in 1997 under its founder, Tan Sri Dato' Lim Soon Peng, with double-storey terrace houses and three-storey shop offices in Taman Bukit Cheras, Kuala Lumpur; its first high-rise project, E-Tiara Serviced Apartments in Subang Jaya, was launched in 2004 [2]. Titijaya Land Berhad was listed on the Main Market of Bursa Malaysia on 27 November 2013 [3] and trades under stock code 5239 [1]. Its principal place of business is at First Subang in Subang Jaya, Selangor [1].

The company says it has been in the property industry for more than two decades, and its land bank was about 117 acres at 30 June 2025, in Selangor, Kuala Lumpur, Penang and Sabah [1]. The table above covers only the ten subsidiaries we could match to the KPKT register from Titijaya's 2025 annual report [1]; KPKT registers only projects licensed as housing, so the group's commercial and industrial developments are not in it.

Riveria City at KL Sentral is described in the 2025 annual report as Titijaya's flagship joint development with Prasarana Integrated Development Sdn Bhd (PRIDE) [1]. In December 2019, Japan's Tokyu Land Asia agreed to invest in the developer, Riveria City Sdn Bhd, for a 30% stake [4]; the annual report says the Class A shares issued to Tokyu Land Asia were fully reduced and the capital repaid on 26 January 2024, and it shows Riveria City Sdn Bhd as wholly owned by Titijaya as at 1 October 2025 [1]. The company reports Phase 1, The Riv, as completed [1]; The Riv does not appear as a separate KPKT record under Riveria City Sdn Bhd, whose one registered project, 19929-1 (752 serviced apartments, under construction), is the record linked to both Riveria City listings on PropertySifu. Park Residency in Cheras is registered under Premsdale Development Sdn Bhd, also wholly owned [1].

Datuk Lim Poh Yit has been Group Managing Director since 31 March 2021, succeeding his father, Tan Sri Dato' Lim Soon Peng, who now serves as adviser to the group; the chairman is Datuk Seri TPr. Haji Mahadi bin C. Ngah, an independent non-executive director [1].

Does Titijaya have any Sick or Abandoned projects?

Which company develops Riveria City and The Ria?

Riveria City Sdn Bhd (KPKT developer code 19929). Titijaya's 2025 annual report shows it as wholly owned as at 1 October 2025 and describes Riveria City as a joint development with Prasarana Integrated Development Sdn Bhd (PRIDE) [1]. Tokyu Land Asia, which agreed to invest in the company in 2019 [4], had its Class A shares fully reduced and repaid on 26 January 2024 [1].

Yes, according to KPKT. Project 19929-1 (752 serviced apartments; first sale agreement 13 July 2023) had a handover deadline of 13 July 2026, extended with approval by 24 months to 13 July 2028. It is recorded as on schedule (Lancar), with reported construction progress of 69%.

Was Park Residency in Cheras handed over on time?

KPKT records Park Residency as project 14674-1 (86 units, in the Hulu Langat district of Selangor) under Premsdale Development Sdn Bhd. The first sale agreement was signed on 23 August 2017, giving a handover deadline of 23 August 2020, with no approved extension. The CCC is dated 13 November 2020, 82 days after that deadline; the register does not record the handover date. Construction ran through 18 March–31 August 2020, a period that section 35 of the COVID-19 Act (Act 829) excludes from handover deadlines; the register does not show whether the deadline already reflects it.
