Deadlines are counted from each project's first sale agreement, as KPKT records them; buyers who signed later have later deadlines. CCC = Certificate of Completion and Compliance; CFO = Certificate of Fitness for Occupation.

Who is Pavilion? The company behind the projects
Pavilion Group is controlled by Tan Sri Desmond Lim Siew Choon [1]. Lim began the Pavilion Kuala Lumpur project in Bukit Bintang in 2001–2002, and The Edge described it in 2010 as his first big break [7]. Pavilion REIT, listed since 2011, is managed by Pavilion REIT Management Sdn Bhd, of which Lim is the ultimate shareholder and chairman [4]. The group's sales company describes Pavilion as a developer focused on large-scale retail areas that grew through its association with WCT Holdings Berhad and Malton Berhad [6].
Its housing projects are held in separate companies. Impian Ekspresi Sdn Bhd, controlled by Lim, owns and develops Pavilion Damansara Heights; in 2015 the Canada Pension Plan Investment Board agreed to buy a 49% stake in the development for RM485 million [1]. The Edge names Impian Ekspresi and Jendela Mayang Sdn Bhd as the developers of Pavilion Damansara Heights [2]; KPKT registers the completed first phase (1,314 units) under Impian Ekspresi (developer code 19224) and two Phase 2 projects under Jendela Mayang (30216).
In the Bukit Bintang area, Lim's Armani Hartajaya Sdn Bhd bought a leasehold parcel on Jalan Raja Chulan for RM101.06 million in April 2017, where Lim planned Pavilion Square [3]; KPKT registers Dataran Pavilion (Pavilion Square) under that company (30633). Banyan Tree at Pavilion is registered under Lumayan Indah Sdn Bhd (11370) and Pavilion Suites Kuala Lumpur under Urusharta Cemerlang (KL) Sdn Bhd (14029). The Edge reports that Lumayan Indah is indirectly wholly owned by Lim [4] and calls Urusharta Cemerlang (KL) Lim's company [2]; in 2010 it reported that the Qatar Investment Authority held 49% of Urusharta Cemerlang (KL) [7].
Pavilion Ceylon Hill, registered under Jelita Orientasi Sdn Bhd (14557), and Pavilion Hilltop Mont'Kiara, registered under Permata Cermat Sdn Bhd (11531), are listed among Pavilion's developments by the group's sales company [6]; The Star described Pavilion Hilltop in 2013 as Pavilion Group's newest residential development [8]. The KPKT register covers only projects licensed as housing, so the group's malls, hotels and office towers are not in the table above.
Frequently asked questions
Is Pavilion a listed company?
No stock-exchange listing was found for Pavilion Group. Its housing projects are developed through private companies such as Impian Ekspresi Sdn Bhd and Armani Hartajaya Sdn Bhd [1][3]. Pavilion REIT, listed since 2011, is a separate trust; Tan Sri Desmond Lim Siew Choon is the ultimate shareholder and chairman of its manager [4].
How many projects has Pavilion completed?
The KPKT register lists 8 housing projects under seven Pavilion companies, all in Kuala Lumpur: 5 completed (3,440 units) — Banyan Tree at Pavilion, Pavilion Hilltop Mont'Kiara, Pavilion Suites Kuala Lumpur, Pavilion Ceylon Hill and Pavilion Damansara Heights — and 3 under construction: Pavilion Square and two Pavilion Damansara Heights Phase 2 projects.
Did Pavilion hand over its completed projects on time?
For each of the five completed projects, the latest completion or handover date in the register falls after the deadline. The CCC for Banyan Tree at Pavilion is dated 444 days after its deadline; Pavilion Hilltop Mont'Kiara's 339 days after its extended deadline; Pavilion Suites Kuala Lumpur's 105 days after; and Pavilion Ceylon Hill's 738 days after its extended deadline. The register does not record handover dates for these four. The three Pavilion Damansara Heights towers were handed over on 12 December 2024, 16 June 2025 and 6 March 2026, against a deadline of 6 May 2025 (extended by 53 months). Pavilion Ceylon Hill and Pavilion Damansara Heights were under construction during 18 March–31 August 2020, which Act 829 excludes from handover deadlines; the register does not show whether their deadlines already reflect it.
Which company develops Pavilion Damansara Heights?
Impian Ekspresi Sdn Bhd (KPKT developer code 19224), which The Edge describes as controlled by Tan Sri Desmond Lim and as the owner and developer of Pavilion Damansara Heights [1]. The two Phase 2 projects are registered under Jendela Mayang Sdn Bhd (30216) [2]. In 2015 the Canada Pension Plan Investment Board agreed to buy a 49% stake in the development [1].
Has Pavilion Square's handover deadline been extended?
Yes, according to KPKT. Dataran Pavilion (Pavilion Square), KPKT 30633-1 with 960 serviced-apartment units, has a first sale agreement dated 11 September 2024 and a deadline of 11 September 2027, extended with approval by 22 months to 11 July 2029. It is recorded as on schedule (Lancar), with reported construction progress of 32%.
