Home loan rejected in Malaysia? The 6 real reasons banks say no - and what to do about each
A Malaysian bank rejects a home loan for one of six reasons: (1) your debt service ratio (DSR) is above its internal ceiling, (2) late payments or arrears on CCRIS in the last 12 months, (3) a CTOS record such as a legal suit, bankruptcy notice or trade reference, (4) income the bank cannot document - common for self-employed and commission earners, (5) too many loan applications in a short window, or (6) a property or valuation problem. The bank rarely tells you which, so step one is to pull your own report: eCCRIS at eccris.bnm.gov.my is free (Bank Negara registers you online with a RM1 transfer that is refunded within two working days) and shows every facility, every late month and every application over the past 12 months.
Then fix the actual cause, wait the 3-6 months most advisers recommend for enquiries to cool off, and reapply to a bank whose policy fits your profile. If it is DSR, a joint applicant or a government guarantee (SJKP) is often the fastest route back in.
Why do banks actually reject home loans in Malaysia?
Banks rarely tell you the real reason, but it is nearly always one of these six. Match your situation to the row, then jump to the fix.
| Reason | What it looks like | The fix |
|---|---|---|
| 1. DSR too high | Commitments above the DSR ceiling, generally 60% | Settle or restructure debt; longer tenure; joint applicant |
| 2. CCRIS conduct | One or more months in arrears in the last 12 months | Clear arrears, then keep 6-12 clean months |
| 3. CTOS or legal record | Litigation, bankruptcy, trade reference, winding-up | Settle it, update the record, keep the letter |
| 4. Income not documented | Low declared income, lumpy credits, no Form B | Form B (two years), statements (6-12 months), SSM papers |
| 5. Too many applications | Five banks in a month, all visible on CCRIS | Stop; wait 3-6 months; then one or two chosen banks |
| 6. Property or valuation | Low valuation, short leasehold, sick list, title type | Renegotiate price, more cash, or switch bank panels |
- 1. DSR too high: Your monthly commitments plus the new instalment exceed the bank's ceiling on your net income. PIDM's guide says banks generally accept a DSR below 60%; some go higher for high earners. To fix it, settle or restructure debt, lengthen tenure, add a joint applicant. Full method in our DSR guide.
- 2. CCRIS conduct: Arrears on any facility count - a credit card, car loan or PTPTN counts. Bank Negara's CCRIS shows 12 months of payment history to every bank. Keep the clean months before reapplying.
- 3. CTOS or legal record: Litigation, a bankruptcy notice, a trade reference from a supplier, or a director role in a company with a winding-up record. Settle the matter and get the record updated; keep the settlement letter for the bank.
- 4. Income not documented: Self-employed with low declared income, commission earners with lumpy bank credits, cash businesses with no Form B. The fix is two years of Form B, 6-12 months of bank statements, SSM papers - or apply under SJKP (below).
- 5. Too many applications: You shotgunned five banks in a month. Every application appears on CCRIS and reads as desperation. Stop applying.
- 6. Property or valuation: Valuation below price, short leasehold, a project on the KPKT sick list, a title type the bank does not finance. Renegotiate price, bring more cash, or switch bank panels - see valuation lower than price.
Two or more reasons often stack: a commission earner with lumpy income who also applied to four banks is being rejected twice over. Fix all of them before the next application, not just the loudest one.
How do I check my CCRIS and CTOS report for free?
Your CCRIS report is free and takes ten minutes to get online. CCRIS is Bank Negara's central database; every bank sees the same report. Per bnm.gov.my:
- Go to eccris.bnm.gov.my and register. Since 18 February 2022, Malaysian individuals can register fully online: you make a one-time RM1 transfer from your own internet banking to a designated BNM account for identity verification, and the RM1 is refunded within two working days.
- Log in and download the report. It lists every outstanding facility with the bank, credit limit, outstanding balance and a month-by-month conduct code (0 = paid on time, 1 = one month late, and so on) for the last 12 months, plus every credit application made in that period.
- No internet banking? AKPK kiosks nationwide print the same report free with your MyKad and thumbprint.
CTOS is separate and privately run. It holds litigation records, bankruptcy notices, trade references and company directorships that CCRIS does not. A basic MyCTOS report is free; the MyCTOS Score report, which bundles your CTOS score with your CCRIS records, was priced at RM27.90 including SST as at July 2026 per the pricing reported by finmart.my. Pull both before you reapply - a bank looks at both.
What to look for: any conduct code other than 0 in the last 12 months, a facility you forgot about (an old credit card with a RM50 annual fee unpaid is a classic), a guarantee you signed for a relative, and the count of applications in the last 12 months.
How do I fix a high DSR or undocumented income?
DSR is the most common rejection reason and also the most fixable, because you control both sides of the fraction. DSR is total monthly commitments divided by net monthly income (after EPF, SOCSO and tax), and banks count credit card minimum payments, PTPTN, car loans, personal loans and existing home loans - per RinggitPlus's DSR guide, being a guarantor counts too. In order of effect:
- Settle small-balance facilities first. Clearing a credit card with a RM4,000 balance removes the whole minimum payment from your DSR for very little cash. Close the card so it stops appearing.
- Restructure or settle the car loan or PTPTN if the payoff is within reach; a RM700 car instalment gone is roughly RM150,000 of extra home-loan capacity at current rates (our arithmetic at 4.35% over 35 years).
- Take the longest tenure the bank offers and prepay later - a flexi loan lets you do that without penalty.
- Add a joint applicant. A spouse or parent's income is added to the denominator; their debts are added to the numerator, so check their CCRIS first. The ownership and estate consequences are in joint-name property purchase.
If the problem is income the bank cannot see - you are self-employed, a property or insurance agent, a gig worker - the fix is documentation, not a different sales pitch. Per PropCashflow's self-employed financing guide, banks commonly want the last two years of Form B with LHDN acknowledgement and tax receipts, 6-12 months of business and personal bank statements, and SSM registration; commission income is typically averaged over 6-12 months and discounted for variability. The single most effective move is to declare your real income on Form B for two years before you apply. A commission slip of RM7,000 must match a RM7,000 credit in your bank statement.
When and where should I reapply - and what about my booking fee?
Wait 3-6 months, then apply to one or two banks chosen on purpose, not every bank at once. Advisers such as IQI recommend the 3-6 month gap because CCRIS shows 12 months of applications and a cluster of recent enquiries lowers your odds everywhere. Use the gap to clear the reason above. Banks differ in what they accept: Bank Negara does not publish a single DSR cap, so each bank sets its own ceiling and its own income-recognition rules for commission and rental income - a rejection at one bank is not a verdict from all of them. A mortgage broker or the developer's panel banker usually knows which bank is currently tolerant of your profile.
SJKP is the government's answer for people without payslips. Under Budget 2026 (per the Ministry of Finance's manfaat portal), Skim Jaminan Kredit Perumahan MADANI guarantees up to 120% of the house price, on financing capped at RM360,000, for first-home buyers - self-employed, gig workers, contract workers and salaried employees - with no household income ceiling stated in the criteria, total repayments not exceeding 65% of gross income, no CCRIS arrears over two months in the last 12 months, and tenure up to 35 years. Income can be evidenced with bank statements and business documents instead of payslips. Full walk-through in SJKP 100% loan.
Your booking fee. For a new launch sold under the Housing Development Act, a loan rejection through no fault of yours is the standard ground for a booking-fee refund; for subsale, it depends on what the booking form says about financing. Read booking fee refund before you sign anything new, and get the rejection letter in writing from the bank - it is the document the developer's lawyer will ask for. If you are starting over, the full application checklist is in our home loan application guide.
Frequently asked questions
Does a rejected loan application show on my CCRIS?
The application shows; the outcome is recorded as pending, approved or rejected for the 12-month window CCRIS covers. That is why advisers recommend waiting 3-6 months before reapplying and applying to one or two banks rather than many.
How many months late on a credit card is enough to get rejected?
There is no published rule; it is bank policy. Practically, a conduct code of 2 or higher (two months in arrears) on any facility in the last 12 months makes most banks hesitate, and SJKP's own criteria exclude anyone with arrears over two months in the last 12 months. One late month explained with a clean record since is usually survivable.
Can I get a home loan if I am a Grab driver or freelancer?
Yes, with documentation or a guarantee. Two years of Form B and 6-12 months of bank statements is the conventional route; SJKP is designed specifically for gig and self-employed first-home buyers and guarantees financing capped at RM360,000 under Budget 2026.
Will a different bank approve what one bank rejected?
Often, if the reason was DSR or income recognition, because each bank sets its own ceiling and its own rules for commission or rental income. Rarely, if the reason is CCRIS arrears or a CTOS legal record - every bank sees the same report.
My loan was rejected - do I lose the booking fee?
For a new launch under the Housing Development Act, loan rejection is the normal ground for a refund; for subsale it depends on the booking form. Get the bank's rejection in writing and see our booking fee refund guide.
