SJKP and the 100% home loan: who really qualifies, and who shouldn't take it
Yes — genuine 100%+ home financing exists in Malaysia in 2026. SJKP gives a government guarantee so banks can lend up to 110% of the price or RM500,000, whichever is lower, to buyers with no payslip — gig workers, the self-employed, small traders (sjkp.com.my). Salaried households earning up to RM10,000 have Skim Rumah Pertamaku at up to 110%, and civil servants have LPPSA at 100%+ on a fixed 4% rate.
The catch is arithmetic, not fine print: 100% financing means you start with zero equity and the biggest possible instalment. On a RM500,000 home at an illustrative 4% p.a. over 35 years, borrowing 100% costs RM221 more every month than a 90% loan — and about RM93,000 more over the full tenure. Worth it for some buyers, a trap for others. Both cases below.
How does SJKP actually work?
SJKP is not a loan — it is a guarantee. Syarikat Jaminan Kredit Perumahan Berhad, under the Ministry of Finance, guarantees your housing loan so a bank can approve a borrower it would normally reject for having no fixed income documents. Per sjkp.com.my, the current terms are:
- Who: Malaysian citizens aged 18 and above, fixed or non-fixed income — explicitly including the self-employed and gig workers. First residential home, for own stay.
- How much: up to 110% of the property price or RM500,000, whichever is lower — the extra 10% covers MRTA/MRTT insurance, legal fees and valuation, so you can genuinely enter with no savings.
- Tenure: up to 35 years, with two-generation financing allowed.
- Property: new launches, subsale and even auction units all qualify.
- The gates: total repayments on all your loans must stay within 65% of gross monthly income, and your credit record must show no arrears above two months in the past 12 months. A government guarantee does not erase CCRIS.
A separate SJKP MADANI variant goes up to 120% of the property value or RM360,000 (whichever is lower), stretching to renovation and furnishing costs, per the MOF Manfaat portal. Applications go through participating banks — Maybank and Alliance Bank publish dedicated SJKP pages, and sjkp.com.my lists the current panel. The bank still sets your interest rate and still underwrites you; the paperwork side is the same as any loan, covered in our home loan application guide.
What other 100% financing routes exist?
Four routes, four different doors. Verified against the scheme pages in September 2026:
| Route | Who it's for | Financing | Cap |
|---|---|---|---|
| SJKP | No payslip: gig, self-employed, traders | Up to 110% | RM500,000, tenure 35 yrs (sjkp.com.my) |
| SJKP MADANI | Same, smaller homes | Up to 120% incl. renovation | RM360,000 (MOF Manfaat portal) |
| Skim Rumah Pertamaku (SRP) | Salaried, gross income ≤ RM5,000 single / RM10,000 joint | Up to 110% | Property ≤ RM500,000; via major banks incl. Maybank, CIMB, RHB, Public Bank |
| LPPSA | Civil servants only | 100%+ incl. costs, fixed 4% p.a. | Ceiling tied to salary grade; tenure up to age 90 |
| HouzKEY (Maybank Islamic) | Anyone who can't or won't get a loan yet | Rent-to-own: rent up to 5 years, then option to buy | Selected projects on maybank2own.com; active per Maybank's April 2026 FAQ |
HouzKEY is the odd one out — you do not borrow at all at first; Maybank buys the unit and you rent with a locked-in purchase option. It solves the deposit problem differently, at the cost of not owning anything during the rental years.
What does 100% financing cost you every month?
The difference is RM221 a month on a RM500,000 home — and RM93,000 over the loan's life. Illustration at 4.0% p.a. over 35 years; advertised effective rates in September 2026 ranged roughly 3.6%–4.35% on RinggitPlus' bank comparison, so treat these as indicative, not quotes:
| Margin | Loan on RM500k home | Monthly instalment | Total repaid over 35 yrs |
|---|---|---|---|
| 90% | RM450,000 | RM1,992 | RM836,844 |
| 100% | RM500,000 | RM2,214 | RM929,827 |
| 110% (SJKP/SRP max) | RM550,000 | RM2,435 | RM1,022,810 |
Read the last row honestly: at 110% you repay over RM1 million for a RM500,000 home, and the extra RM50,000 you borrowed for fees and insurance accrues 35 years of interest. That is the price of entering with zero savings. It can still be rational — paying rent while failing to save a deposit for five years costs more — but it is a price, not a gift.
Who should NOT take 100% financing?
The scheme being open to you does not make it right for you. Skip 100%+ financing if any of these fits:
- Your DSR only just passes. At the maximum instalment with zero buffer, one bad quarter of gig income or one medical bill puts the roof itself at risk. SJKP's own gate is 65% of gross income — passing at 64% is not a green light.
- You may need to sell within about five years. With zero starting equity, early-years payments are mostly interest; after selling costs you can walk away with nothing or in the red.
- You could save the 10% within a year or two. Then the 110% loan is just borrowing your own deposit at 35 years of interest.
- The 110% or 120% margin is tempting you to spend more, not to buy shelter. Borrowed renovation money at housing-loan tenure is the most expensive furniture you will ever own.
Who it genuinely serves: buyers with steady real income but no formal documents, stable rent-payers whose rent already matches the instalment, and civil servants for whom LPPSA's fixed 4% is simply cheaper money. If that is you, start with the full first-time buyer scheme map to stack the stamp duty exemption on top.
Scheme terms as published in September 2026 and illustrative arithmetic at a stated rate — not financial advice, and not a promise your bank will approve. Terms can change at any Budget; your rate and margin come from the bank's assessment of your file.
Frequently asked questions
Do I need a payslip to apply for SJKP?
No — that is the point of the scheme. Fixed and non-fixed income earners qualify, including gig workers and the self-employed (sjkp.com.my). You still need evidence of income (statements, platform records) for the bank's assessment, and a credit record with no arrears above two months in the past year.
Is the 110% loan free money for fees?
No. The extra 10% is borrowed like the rest and compounds for the full tenure. On our 4% illustration, a RM550,000 loan repays about RM1.02 million over 35 years versus RM837,000 on a 90% loan.
Which banks offer SJKP loans?
Applications go through participating banks — Maybank and Alliance Bank both publish dedicated SJKP product pages, and the current panel is listed on sjkp.com.my. The bank sets the rate; SJKP provides the guarantee.
Can I combine SJKP with the first-time buyer stamp duty exemption?
Yes. First homes up to RM500,000 get full stamp duty exemption on the transfer and loan agreement until 31 December 2027 (Budget 2026), regardless of financing route — details in our schemes guide.
Is HouzKEY still running?
Yes — Maybank Islamic's rent-to-own scheme is active as at its April 2026 FAQ: Maybank buys the unit, you rent for up to 5 years, then you may buy at pre-agreed terms. Browse and apply at maybank2own.com.
