Who is City Motors Group? The company behind the projects
City Motors Group was founded in 1965 by Datuk Foo Wan Kien [2]. It was the sole distributor in Asia for Alfa Romeo cars until the franchise ended in 1980, and later went into plantations, aquaculture and property development, which became its main business [2]. Its developer company for Alfa Bangsar is Sri Seltra Sdn Bhd, which holds developer licence 1071; the project website describes Alfa Bangsar as a development by City Motors Group [1].
Alfa Bangsar stands on 1.26 acres of freehold land on Jalan Maarof, Bangsar, the site of a former City Motors Alfa Romeo showroom [2]. The RM450 million, 42-storey building combines commercial space, the 220-room Holiday Inn Kuala Lumpur Bangsar and 178 serviced apartments [2][4]. It was launched in January 2022 [3], and its grand opening was held on 10 January 2025 [4].
Sri Seltra's other three projects in the KPKT register are in Hulu Langat, Selangor: Taman Nirwana in Ampang, whose record lists components certified complete between 1981 and 2016; Ketapang Villa (2012); and City Garden Commercial Centre (2019). In 2022 the group said its real estate in Taman Nirwana was worth over RM600 million [3]. The Edge has listed other completed City Motors projects in Ampang and in Bidor, Perak, as well as in Singapore and Hong Kong [2]; they do not appear under Sri Seltra in the KPKT register, so the figures on this page do not include them.
Datuk Dr Foo Wan Kien was chairman and Terence Chia chief executive officer when Alfa Bangsar was launched in 2022 [3]; Terence Chia was still chief executive at the 2025 opening [4]. At the 2022 launch the group said it had more than 300 acres of land in Penang, Kuala Lumpur, Cheras, Perak and Pahang [3].
